These terms govern use of this campaign website. Q-Net contribution links are provided as a secure handoff to the contributor’s wallet and regulated financial network; the website itself does not process contributions.
1. Website Use
This website is operated by Camille Chastain for U.S. Senate for campaign information, volunteer activity, public communications, and links to authorized contribution services. You may not attempt to interfere with the site, impersonate the campaign, falsify campaign communications, defeat access controls, or use campaign systems for unlawful activity.
2. Contributions
Contributions are not accepted, stored, or processed by this website. Selecting a verified qnet:// contribution address transfers control to the contributor’s registered Q-Wallet or other authorized Q-Net financial client. The wallet, not this website, collects required donor information, confirms source-of-funds attestations, applies federal contribution limits, and submits the payment to the campaign’s regulated depository.
The human-readable address qnet://chastain2056 is an alias in the National Q-Net Directory. It resolves to a certified committee identity and depository endpoint; it is not a cryptocurrency address, account number, blockchain address, or bearer instrument.
TECHNICAL SECURITY PROFILE
3. Q-Net Security Architecture
Political contribution transfers are required to conform to the Federal Q-Net Payment Security Profile, 31 C.F.R. Part 247, implementing the Federal Quantum Funds Transfer Act of 2048. The applicable Level 5 profile requires independent quantum and post-quantum sources of session secrecy, authenticated endpoints, authenticated encryption, and a signed audit record.
3.1 Entanglement-Based Key Agreement
The Q-Net does not send payment data through entanglement. On Level 5 financial routes, the wallet’s financial gateway and the receiving depository establish entangled photon pairs across repeater-assisted Q-Net links using a BBM92-derived quantum key-distribution protocol. The endpoints randomly select measurement bases, compare a limited sample over an authenticated classical channel, estimate the quantum bit error rate, reconcile errors, and perform privacy amplification. If the observed error statistics exceed the profile threshold, the quantum key material is discarded and the transfer does not proceed on that route.
Entanglement swapping at certified quantum repeaters extends the link between regions. Repeaters participate in Bell-state measurements used to extend entanglement but do not receive the plaintext contribution record.
3.2 Classical Authentication Is Still Required
QKD by itself does not authenticate who is at the other end of the channel. The classical QKD control channel and both financial endpoints therefore authenticate with hardware-protected post-quantum credentials. The current Level 5 compatibility suite requires ML-DSA-87 signatures for live endpoint and transaction authentication, with a federally approved successor permitted when negotiated by both endpoints. Long-lived audit receipts are additionally sealed with SLH-DSA-SHAKE-256s or its approved successor to provide an algorithmically diverse archival signature.
3.3 Hybrid Session Secret
The quantum-derived secret is not trusted as the only key source. In parallel, the endpoints establish an independent post-quantum shared secret using ML-KEM-1024 or its Level 5 successor. The QKD secret, ML-KEM secret, authenticated transcript hash, and per-transfer nonce are combined through a SHA-3-family domain-separated key derivation profile to produce a fresh 256-bit traffic key. A transfer remains protected if either the quantum key-establishment mechanism or the lattice-based mechanism is later found to have a practical weakness, provided the other source remains secret and the combiner remains secure.
3.4 Payment Encryption
The contribution record remains ordinary classical data. Amount, donor identity fields required by campaign-finance law, depository routing authorization, compliance attestations, and receipt metadata are encrypted using AES-256-GCM authenticated encryption under a single-session traffic key. A fresh nonce is generated inside the wallet’s secure hardware for every protected record, and a traffic key is never reused across contribution sessions. Associated data binds the ciphertext to the verified recipient identity, session transcript, contribution class, and transaction sequence so that those fields cannot be silently substituted.
3.5 Authorization and Settlement
After the encrypted session is established, the contributor authorizes the transfer inside the Q-Wallet. The wallet signs the authorization with its hardware-protected post-quantum credential. The Q-Net compliance layer checks the certified donor identity, legally required eligibility flags, source-of-funds attestation, and applicable contribution limits before the depository accepts the instruction. Settlement is in U.S. dollars through regulated financial institutions. Q-Net political contributions do not require a token, mining, a public blockchain, cryptocurrency conversion, or publication of the donor’s financial data to a distributed ledger.
3.6 Failure and Route Security
A failed Bell-pair integrity test, excessive quantum bit error rate, expired endpoint certificate, signature failure, mismatched recipient identity, replayed transaction nonce, or unsuccessful compliance check causes the session to abort before settlement. The wallet may negotiate a different certified Q-Net route, but it may not silently downgrade a Level 5 political contribution to an unauthenticated or non-quantum route.
4. Records & Privacy
The campaign receives only the contribution information required for campaign operations, compliance, reporting, reconciliation, and legally required record retention. Banking credentials, wallet private keys, QKD raw measurement data, and session traffic keys are not delivered to the campaign website. Information that federal law requires the campaign to disclose remains subject to those public-reporting requirements.

5. External Services
Opening a Q-Net address, reader mailing list, social network, or other external service may invoke software and terms operated by another provider. The campaign does not control the security or availability of a contributor’s wallet, bank, device, network provider, or Q-Net client. Always confirm that the wallet displays the verified recipient Camille Chastain for U.S. Senate before authorizing a transfer.
6. Changes to These Terms
These terms may be updated to reflect changes in federal campaign rules, Q-Net standards, security requirements, or campaign operations. Where a cryptographic primitive named above is withdrawn by the responsible federal standards authority, the term includes the approved successor negotiated under the then-current Federal Q-Net Payment Security Profile.
